Total registered population (Omani + expatriate) by governorate, from Table 1 "Total Population Registered By Governorates" of the NCSI Monthly Statistical Bulletin workbook. Listing page: https://www.ncsi.gov.om/publications — NCSI republishes the workbook monthly under a new timestamped filename, so fetch.py resolves the newest English workbook from that page and falls back to source_url. Coverage is the two snapshots the bulletin prints side by side: the current month and the same month a year earlier (July 2026 issue -> June 2026 and June 2025). It is therefore a same-month year-on-year pair, not a full annual back series; the July 2026 issue does not restate the 2020 census. Where a year appears in more than one column the leftmost (most recent month) is kept. Governorate totals reconcile to the workbook's own "Total Population" row: 5,398,645 for 2026 and 5,306,976 for 2025. Definition is administrative (Royal Oman Police records: Omanis on the National Civil System, expatriates on valid residence visas), not a census enumeration.
